Overview:

A very unique stormwater and flooding issue presented itself in Carlisle Borough. The Letort Spring Run traversed the town and its watershed had become substantially developed causing excessive runoff, and a series of low hydraulic capacity bridges caused subsequent surcharge of an existing storm sewer system causing flooding. The Borough also needed to address water quality from stormwater runoff to meet their NPDES permit requirements. Working closely with Skelly-Loy, a complex analysis was performed using GIS and hydrologic and hydraulic modelling using WMS, HEC-RAS, PeakFQ, StreamStats and SWMM to solve the problem using low impact development options.
